Resumo

O lítio é o elemento metálico mais leve que se conhece e ocorre na natureza fazendo parte de diversas espécies minerais, em cerca de 145 espécies minerais (Moura & Velho, 2011). Estes recursos minerais não são renováveis, o que torna o lítio um ativo estratégico com potencial de alavancar um cluster tecnológico. Portugal tem que decidir como vai usar esse ativo e manter-se na cadeia de valor e de transformação do metal.
Neste estudo, o foco estratégico é exploratório e o tema escolhido foi ?O Futuro da Exploração do Lítio em Portugal no Horizonte 2030?. Tendo em conta os objetivos exploratórios do estudo, realizou-se um exercício de prospetiva tecnológica, através do Scenario Planning, onde foi possível realizar um workshop com vários especialistas de diferentes organizações e áreas de conhecimento (geologia, gestão, inovação, ambiente).
Da análise do workshop foi possível constatar que os especialistas consideram importante a perceção social entre o equilíbrio ambiente e economia e a execução de políticas e a capacidade de investimentos. A partir deste ponto, identificamos as incertezas cruciais e definimos a estrutura dos cenários. Foram ainda descritas quatro imagens diferentes do futuro.
O futuro da exploração do lítio em Portugal está por definir, o que torna este estudo um ponto de partida para outros estudos e para a definição de estratégias.

Lithium is the lightest metallic element known and occurs in nature as part of several mineral species, in about 145 mineral species (Moura & Velho, 2011). These mineral resources are non-renewable, making it a strategic asset. Portugal has to decide how it will use this asset and how it will remain in the value chain, in the metal transformation chain. Lithium has the potential to leverage a technological cluster in our country.
In this study, the strategic focus is exploratory and the theme defined was ?The Future of Lithium Exploration in Portugal in Horizon 2030?. Taking into account the exploratory objectives of the study, an exercise of technological prospective was carried out, through Scenario Planning, where it was possible to hold a workshop with several specialists from different organizations and areas of knowledge (geology, management, innovation, environment).
From the analysis of the workshop, it was possible to verify that the specialists consider important the social perception about the balance between environment and economy and the execution of policies and investment capacity relevant for this theme. From this point, we identify the crucial uncertainties and define the structure of the scenarios. Four different images of the future were also described.
The future of lithium exploration in Portugal has yet to be decided, which makes this study a starting point for further studies and for the definition of strategies.
