This is an innovative master's degree that, in 2019, ranked 21st in Eduniversal's Top 200 Best Masters Global Ranking in the Public Administration/Management category.

Created in the 2007-08 school year, the MEPP has a specialized and nationally and internationally recognized faculty in several domains of public policies, such as education, health, social inequalities, energy and environment, territorial development, urban policies and public finance ( central and local administration).

Program Details

The objectives of the master's degree are differentiated according to the student's needs.

For the student who is more dedicated to research and who considers continuing his studies for the 3rd cycle, the master's degree should be conducted with a view to preparing a dissertation. For the student who wants a greater connection to the application of public policies in projects associated with concrete institutions, the master's degree will be oriented towards the elaboration of a project for an institution (public or non-profit) which will result in a project work. For the student who intends to enter active life, the master's degree will end with an internship that will result in a report.

Access Requirements

Candidates for Master in Economics and Public Policy must:

  • Hold an academic degree equivalent to the 1st cycle of higher education, in national or foreign institutions, preferably in the field of Economics, or in other relevant areas (Finance, Management, Public Administration, Mathematics Applied to Economics and Management, Environmental Engineering). Candidates with other degrees will be considered on a case-by-case basis, based on a curriculum evaluation.
  • In accordance with Article 17 d) of Decree-Law no. 74/2006 of March 24, as amended and republished by Decree-Law no. 65/2018 of August 16, other applications deemed appropriate by the selection panel, in particular when candidates hold technical positions in public policy areas, will be assessed on the basis of curriculum analysis.
  • Students who have not completed the cycle of studies leading to a bachelor's degree may apply conditionally, provided they meet the conditions for obtaining the degree by the end of September (of the academic year of application).

The minimum overall assessment value for acceptance of a candidate - 13 values;

The minimum overall assessment value for immediate acceptance of a candidate in advance of selection - 14 values. 

Definition of application requirements and profiles for which additional academic preparation will be required (in those courses that deem it necessary)

  • National or foreign higher education degree equivalent to the 1st cycle in the areas of Economics, or other degrees considered relevant (Finance, Management, Public Administration, Mathematics Applied to Economics and Management, Environmental Engineering).
  • In accordance with Article 17(d) of Decree-Law no. 74/2006 of March 24, other applications will also be assessed, which may be considered appropriate by the jury, in particular when the candidates perform technical functions in areas of public policy.
  • The number of successful candidates who have completed postgraduate training at other institutions (INA, etc.) and who apply under protocols established with the MEPP, thus benefiting from equivalences in some curricular units, is a maximum of seven. If the number of applicants under protocols exceeds this figure, they will be ranked and selected according to the criteria in this regulation.
  • In the case of candidates who do not have a degree in economics or have not successfully completed a microeconomics course in their degree, acceptance implies a willingness to attend the Introduction to Microeconomics course offered by ISEG, which will be held at the beginning of the 1st academic quarter.
  • In particular cases of doubt about the candidate's profile, an individual interview may be considered as an additional requirement.

Student visa 

If you are not an EU, EEA or Swiss citizen, then you will need a Student Visa.

Once you have decided to join the master's program and paid the 1st tuition fee instalment to secure your place, you can issue the acceptance letter on the FENIX Portal. This document will be needed later to apply for a Student Visa.

The student visa must be requested at the nearest Embassy or at a Portuguese consular post in the country of origin.
