ISEG, as a school of the University of Lisbon, recognises the importance of an academic environment that promotes excellent working conditions for teachers and researchers. In this context, the process of certifying HR Excellence in Research (HRS4R), a European honour awarded by EURAXESS to institutions that adopt practices in line with the European Charter for Researchers and Code of Conduct for the Recruitment of Researchers.
What is HRS4R?
O HRS4R - Human Resources Strategy for Researchers is a European strategy promoted by the European Commission that recognises higher education and research institutions that adopt human resources practices in line with the principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers.
The HRS4R strategy is not a single document, but a continuous improvement processThis is based on evaluation and implementation cycles, which strengthen the competitiveness, attractiveness and quality of the European scientific ecosystem.
By joining HRS4R, ISEG is committed to creating more favourable conditions for teachers, researchers and research support staff, helping to strengthen scientific excellence, the social impact of research and its international projection.
As part of this process, ISEG signed the European Charter for ResearchersIt is committed to implementing its 20 principles, which cover transparency in recruitment, promotion and evaluation processes, as well as favourable conditions for career development, ethics, equal opportunities, mobility and institutional well-being.

Methodology and Stages
1. Submission of the Letter of Accession
The first step in the HRS4R process consists of formal expression of commitment by the institution. In this context, ISEG submitted to the European Commission the Adhesion letter, in which it publicly declares its alignment with the 20 principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers.
This letter, signed by the President, confirms ISEG's intention to implement a human resources strategy guided by international best practice, reinforcing its commitment to a transparent, inclusive academic environment that values scientific achievement.
Creation of the Monitoring Committee and Working Group

ISEG is setting up a Monitoring Committee and a multidisciplinary Working Group, which will include representatives from different scientific areas and support services. These teams will be responsible for coordinating the process, gathering input and ensuring implementation in line with European directives.

Gap Analysis - Identifying needs and existing good practices

This stage consists of an internal analysis of ISEG's current practices in relation to the 20 principles of the European Charter for Researchers, identifying strengths and areas for improvement.
The preliminary report will be made available once the diagnosis has been finalised.
4. Definition of the Action Plan
Forecast
Based on the internal analysis, an Action Plan will be drawn up with concrete measures, deadlines and progress indicators, ensuring alignment between institutional commitments and the needs of the academic community.

5. Submission of documentation to EURAXESS
Later stage
Once the Action Plan has been finalised, the documentation will be submitted to EURAXESS, which will carry out a technical assessment of the application.
External evaluation and possible award of the seal
Dependent on evaluation
At this stage, EURAXESS externally analyses the process and may award ISEG the label “HR Excellence in Research”, if the defined requirements are met.
