Estudo comparativo do mercado habitacional português: Fatores da atratividade dos municípios

Resumo
This dissertation, developed within the Master’s in Economics and Public Policy at the Lisbon School of Economics and Management (ISEG), aims to analyze the key factors that determine the attractiveness of Portuguese municipalities in the housing market, with a particular focus on their capacity to attract and retain resident population. The research adopts a comparative and multidimensional approach, proposing an analytical model that identifies the main determinants of residential choice based on the interaction of socioeconomic, geographic, demographic, and political variables. The analysis is grounded in a comprehensive literature review that recognizes housing as a fundamental right and essential good, whose accessibility is strongly influenced by the role of local governments. The methodology combines exploratory spatial data analysis with descriptive and multivariate statistical techniques, namely Principal Component Analysis, Cluster Analysis, and Spatial Linear Regression. The empirical study covers the 278 municipalities of mainland Portugal over the period from 2019 to 2022, using data from official sources such as PORDATA and INE. The results reveal the presence of structural components impacting various dimensions, which are unevenly distributed across the territory, leading to differentiated effects on population variation among municipalities. The study concludes that municipalities with stronger economic performance, better service provision, attractive fiscal policies, and higher urban dynamism tend to exhibit more significant population growth. Ultimately, the dissertation proposes a guiding framework to support the formulation of more effective and territorially adapted local public policies, aimed at fostering a more balanced and sustainable development.
