Synopsis

Brazil was not indebted. Neither externally nor internally. Neither in the past nor in the present. It got into debt - on its own initiative and without vassalage. Public decision-makers in the economic sector of the government - in tune with the "expectations" of the market (native and its international side) - have informally formulated and executed policies of indebtedness (external and internal) of the State centered on the attraction of foreign capital, in all governments, from 1947 to today. These policies were deliberate and focused on the continuous, permanent and growing indebtedness of the State - a process understood as indebtedness, which has been, simultaneously and synchronously, a big business for native and international actors, banks, pension funds, large companies, public decision-makers, politicians, among others.

It contemplates interests and policies of some and others, it obtains financial benefits, implements projects or laws or decisions, reaps symbolic gains, values outplacement, or practices international political alignment advocated by international entities or/and hegemonic countries. Multiple and multi-form gains (financial, political, geopolitical, symbolic, network and others) have made it a Big Business!

The analysis developed is based on Macroeconomics mixed with concepts and methods from Science Studies (in particular: Bruno Latour and Michel Callon) and Michel Foucault's "practical philosophy".

Docteur d'État in Economic Sciences from the University of Paris, PhD in Industrial Engineering from the École Centrale de Paris, Full Professor (retired) at the Federal University of Santa Catarina (Brazil).
