Interdisciplinary Colloquium on the Forest and the New Legislative Package

The Faculty of Law, in collaboration with the Centre of Knowledge on Rural Fire, promoted by the Food, Farming and Forestry College (F3) of the University of Lisbon, is organizing, on November 17, starting at 2pm, the Interdisciplinary Colloquium on the Forest and the New Legislative Package, with the aim of generating a broad and inclusive debate that questions expectations, behaviors and policies.

This event will be attended by professors from ISEG, namely Professor Amélia Branco and Professor João Ferreira do Amaral.

The session will take place in Amphitheatre 4 of the Faculty of Law, University of Lisbon, between 13:45 and 19:00.

In a country that burns down every year, in which forest property is fragmented, poorly registered and badly managed, in which tree diseases are multiplying, as is the planting of exotic species, in which national production is only able to meet 80% of the industry's needs, while millions of hectares are abandoned and in which the valorization of forestry production and the link to the market are weak with overly bureaucratic forestry licensing, a profound change is needed in national forestry policy. This year, on International Forestry Day, the current government approved a set of forestry reform measures in the Council of Ministers to respond to the major challenges facing Portugal in this sector, based on three areas of intervention within the framework of territorial development: forest management and planning, property ownership and forest defense in terms of fire prevention and firefighting. Given the enormity and complexity of the challenge, which requires the creation of new legal institutes and instruments and the simplification of others, as well as a redistribution of attributions, competences and powers between the central and local administrations, it is important to discuss its effectiveness with the various stakeholders and find out whether this forestry package has more than just a symbolic dimension.
