Military Cooperative Conferences "Defense Economy and Development"

GENERAL OBJECTIVES

  • To contribute to the study of the Military Institution and its relationship with political power, as well as the inherent consequences for the Nation.
  • Evaluate the management conditions of the Armed Forces, their structure and organization; the behaviour of the hierarchies and their impact on the main events.
  • Promote initiatives for inter-generational dialogue, the passing on of vicarious testimonies and the ethical continuity of military action in the construction of our Collective History, involving young military cadres in training, through transparent and constructive dialogue with their older comrades, protagonists of some of the most remarkable moments in the Defense of Portugal.


RESEARCH AND DEVELOPMENT
Taking advantage of the high information content held by those involved in the political-military processes of the period.
A Research and Development Program involving Universities and Military Higher Education Institutions is underway, with prizes being awarded for work carried out on the themes of the Conferences and scholarships for university students.
With the High Patronage of the Ministry of National Defense.

1. APPLICATION OF ECONOMIC AND MANAGEMENT THEORY TO DEFENSE AND DEVELOPMENT ISSUES
- Macroeconomic Analysis of the Impact of Military Expenditure on the National Economy: Cause and Effect Relationships
- Study and quantification of the effects of defense spending on development (The defense and development effort)

2. MANAGEMENT PLANNING AND CONTROL
- Analysis of the defense sector's budget planning and control system and its interaction with global planning
- Evaluation of decision-making criteria and the management of defense resources by managers, technicians and politicians
- Role and effectiveness in coordinating the defense effort with national economic development

3. MILITARY INVESTMENT AND PRODUCTION IN A WAR ECONOMY
- Study of the "military production" function ' and the use of resources allocated to defense, contained in budgets, investment plans and military programming laws
- The role of private industry in the war effort

4. PROCUREMENT POLICY AND COUNTERPARTS
- Use of national resources, Metropolitan and Overseas, and impact on the respective economies
- Role of the committee set up to ensure the conduct of the counterpart process
