Project: Biomass in Portugal

ISEG leads a consortium for the preparation of a study on the contextualization and operationalization of small plants for the valorization of forest biomass in Portugal, funded by the ICNF's Permanent Forest Fund. The project aims to meet multiple objectives, among which stands out the preservation of forest areas by improving their economic sustainability and fire prevention. It began on September 1, 2021 and will last for 1 year.

This projectfunded by the Permanent Forest Fund, which is part of the ICNF - Institute for the Conservation of Nature and Forests, seeks to respond to Decree-Law No. 120/2019 of August 22, which establishes the objective of conducting a study focused on the economic and technological components associated with the operationalization of activities leading to the achievement of the objectives mentioned above, through the installation and operation of new forest biomass valorization plants. The project has multiple objectives, among which stand out the preservation of forest areas by improving their economic sustainability and fire prevention.

The realization of this project is the result of a consortium between ISEG (managing entity) and LUKE, a Finnish entity specialized in the theme of biomass valorization plants.

AXIS OF INTERVENTION: AXIS II - Forest Fire Defense

TYPOLOGY OF ACTION: Other Forest Fire Prevention and Defense Actions

TITLE: Financial support for the elaboration of a study on the contextualization and operationalization of small biomass valorization plants in Portugal

The main objectives of the study of contextualization and operationalization of small biomass valorization plants (BVC) in Portugal are the following:

a) Identify and select the most appropriate business model(s)for CVB operation taking into account the obligation of articulation between the parties and the local/regional contextualization;

b) Identify and select the most appropriate governance model(s) to ensure the articulation and collaboration of all agents in the value chain, considering the interests of stakeholders and local and regional operational conditions;

c) Propose the incentive modalities and the necessary financing for the operationalization of the installation of the CVB.

To this end, the actions to be developed include:

  1. Consolidation of knowledge about biomass power plants
  2. Collection of data to determine pilot areas for the installation of power plants;
  3. Workshop and pre-feasibility study;
  4. Critical analysis and validation of the business model and governance proposals, analysis of incentives and/or funding, and their validation;
  5. Consolidation of knowledge about the areas of intervention;
  6. Conducting a final Webinar.
