Budget Watch: State Budget 2019 - Budgetary Rigor and Transparency

On November 30, ISEG in partnership with the Institute of Public Policy and Deloitte Portugal, organize the conference " Budget Watch: State Budget 2019 - Budgetary Rigor and Transparency", which starts at 14:30, in the Auditorium of Caixa Geral de Depósitos (ISEG, Ed. Quelhas, 2nd floor).
This initiative is the culmination of the Budget Watch project, which this year has its tenth edition, and which evaluates the State Budget from the perspective of transparency, rigor, political responsibility and sustainability of public finances. The analysis is exclusively technical, independent and objective, in the light of good international practices of information provision and the budget process.  

The purpose of the event is to present the results of this analysis, which concludes that "Any improvements in transparency and quality of reporting in budget documents are slight at best. Some improvements are countered by continued absences or removals of tables and narrative information".

On this occasion, the IPP/ ISEG Budget Index (a synthetic index from 0 to 100 of the rigor and transparency of successive State Budgets) will also be released exclusively, based on a survey of the Budget Watch Scientific Advisory Board, composed of a group of Portuguese economists. 

This project also has the partnership of Deloitte, which analyzes the SB through the Business Scientific Council, composed of business leaders in Portugal. It is the point of view of some sectoral and especially fiscal policies, analyzing their more or less business friendly characteristics, resulting in the Deloitte Pro-Business Budget Index.

The conference will start with the presentation of the results of Budget Watch: SB 2019 by Joana Andrade Vicente (Institute of Public Policy), followed by a debate with Jorge Marrão (Deloitte, Budget Watch Executive Committee), Joaquim Miranda Sarmento (PSD spokesperson, ISEG - U. Lisboa), Mariana Mortágua (Assembly of the Republic, BE - to be confirmed) and João Ferreira do Amaral (ISEG - U. Lisboa).
To close this meeting, the Secretary of State for the Budget, João Leão, will make a final intervention.
