Abstract:
In this paper, we consider the case where the population of interest is heterogeneous consisting of a number of homogeneous groups (sub-populations). Within each sub-population, the data is assumed to satisfy a set of population moment conditions indexed by a vector of model parameters, some of which are group-specific and some of which are common to more than one group. A group Generalized Empirical Likelihood (GGEL) estimator is proposed to estimate the parameters. The GGEL estimator is shown to be consistent and asymptotically normally distributed. The second-order bias is derived, and this formula is used to propose a bias-corrected version of GGEL. Inference methods are proposed for testing whether: (i) the overidentifying restrictions hold; (ii) the parameter vector satisfies a (potentially) nonlinear set of restrictions. In comparison to the analogous group Generalized Method of Moments estimator (GGMM), the GGEL is shown to have the same first-order asymptotic properties but to exhibit fewer sources of second-order bias.

Abstract:
In recent years, jurisdictions characterized by low/zero corporate tax rates have introduced economic substance requirements, which aim at ensuring that companies incorporated there maintain a minimum level of employment and real operations. These policies, advocated by entities like the OECD and EU institutions, seek to establish a fair playing field, free from uncompetitive tax avoidance practices. The impact of these policies is largely unexplored, in part due to data opacity. Focusing on a leading jurisdiction to set up employment requirements - Zona Franca da Madeira (ZFM) - this paper takes a first step in filling that gap. Originally approved by the EU as a State Aid program to stimulate regional development, the ZFM underwent a reform in 2012 that established substance requirements. For incumbent workers, we uncover evidence of an increased likelihood of part-time employment, a rise in the number of firms for which each worker simultaneously works, and an increase in overall wages larger than 10% after the introduction of employment requirements. For new employees who moved to ZFM after the reform, we find evidence that they may have been attracted by reduced workloads rather than higher monthly wages.
A seminar on "Reimagining Urban Superdiversity" on the 18th April 18th, at 18.00, presented by Kamila Krakowska, from the University of Leiden (Netherlands).
In her research, Krakowska addresses the question of how (postcolonial) cultural identities are negotiated and represented in the contemporary and globalised Portuguese-speaking world, with a special focus on African and Afro-descent communities. Through the analysis of different media (written and oral literatures, cinema, and audiovisual production), she attempts to provide a better understanding of the concept of (un)rootedness, belonging, migration, and displacement, narrated by canonical and future Lusophone writers, filmmakers, and performers.

Session Summary:
In a random environment, we describe the evolution of the size of a population subject to fishing using stochastic differential equations. We present and compare, with an emphasis on profit, various fishing policies: variable effort, constant effort and ladder effort. The first involves the rapid and abrupt variation of fishing effort as a function of the size of the population which, being in a random environment, also varies constantly.
This policy is impractical because, for example, fishing logistics are not compatible with frequent and abrupt changes in effort intensity. In addition, this policy requires estimating the size of the population at any given moment. This is a costly, inaccurate and time-consuming task. The second policy considers the application of a constant fishing effort over time and predicts the sustainability of the population as well as the existence of a stationary density for its size. It has the advantage of being feasible, easily implemented and does not require knowledge of the population size at any given time. The ladder policy, where fishing effort is determined at the beginning of each year (or each biennium), presents some social problems common to the variable effort policy, but has the advantage of being applicable, since changes in effort are less frequent and compatible with fishing activity. Using real data, we compare the performance and consequences of choosing each of the fishing policies. In particular, it is of particular interest to compare the profit obtained by applying the various policies.
