Maternity Benefits, Consumption and Labour Supply: Estimating Causal Effects with Bank Transaction Data

Abstract

We estimate the causal effects of a generous maternity benefit introduced in Madrid in 2022, which granted €500 per month until a child's second birthday to mothers under the age of 31. We exploit the sharp eligibility cutoff on 1 January 2022, using a regression discontinuity design and high-frequency bank transaction data covering daily spending, earnings, and account balances. Eligible mothers received, on average, over €7,000 in benefit payments in the 24 months following childbirth. Total spending increased by about €1,200, implying an average MPC of 0.16, with strong heterogeneity: the MPC is zero among higher-income mothers and rises to 0.4 among lower-income mothers, who show sizable increases in basic-necessity spending and sharp, short-lived spikes in expenditure after each deposit. Higher-income mothers exhibit no meaningful change in consumption and save more than half of the benefit, with no robust evidence of changes in labour earnings. Across administrative, survey and transaction data, we find no aggregate decline in employment. Overall, the benefit appears to alleviate liquidity constraints for lower-income mothers while leaving the labour supply largely unaffected.

“April 25 at ISEG” debates higher education before and after the Revolution

On April 14th, the ISEG hosts the debate “April 25th at ISEG”, organized by YAP ISEG (Young Association for Politics of ISEG). From 3.30pm, the MP Rui Tavares and the teacher Carlos Bastienshare a panel on “Evolution of Education in the final years and after April 25”. Secondly, the debate will continue with a conversation between ISEG alumni Eduardo Ferro RodriguesEmanuel Augusto dos Santos and Manuela Ferreira Leite under the theme “ISEG before and after the Revolution'.

The initiative is part of a project by YAP ISEG, whose main objective is to preserve awareness of the historical importance of April 25 among new generations of students, while promoting the sharing of memories and reflection on the differences experienced in higher education before and after the Revolution.

“At a time when our democracy is facing such diverse challenges, we thought it was pertinent to promote an initiative that would not only celebrate the date of its foundation, but also remember and highlight the challenges that, when overcome, have brought us to where we are today. Listening directly to those who, having graduated from ISEG in another era, lived and participated in this historic period seemed to us the best way to pass on this knowledge to the new generations of students.”, explains Tiago Alves da Cunha, President of YAP ISEG

“It is particularly significant to see our students take the initiative to promote a moment of reflection on April 25. Fifty-two years on, this kind of initiative reveals a deep understanding of the importance of freedom and its impact on higher education. This is how the future at ISEG is built: with memory, critical thinking and active participation.”says João Duque, Dean of ISEG, who will be responsible for opening the session.

As part of this project, the exhibition “Student Springs” from Commission to commemorate the 50th anniversary of April 25
