Between April and July, the Intergerações/Intersituações de Exclusão e Vulnerabilidade Social (Intergenerations/Intersituations of Exclusion and Social Vulnerability) Program of the Santa Casa da Misericórdia de Lisboa was on the streets of Lisbon identifying, signposting and diagnosing all the homeless people staying overnight on the city's streets. Given the lack of concrete figures and up-to-date, credible data, it became pertinent and urgent to carry out a data survey that would allow this population to be truly identified. Because this reality is constantly changing, and given the mobility of this population, there is a need to accurately quantify the number of homeless people, with methodological rigor.
It is therefore essential to carry out a general and unique count in a single night, covering all the places and streets of Lisbon. We are aware that this task cannot be carried out without everyone's cooperation, especially yours. In order to make this action operational, we have chosen to divide the city of Lisbon into 17 large zones, based on the reorganization of the Parish Councils. Thus, each volunteer will stay in the parish of their area of residence, or the parish they would like to visit.
This action aims to count all of Lisbon's homeless people in a single day, covering 7,000 streets in the city. It will take place on December 12, 2013, starting at 21:00 and ending at 00:30. The volunteers' meeting point will be at the parish council you have indicated to us at 21:00. If you have not yet confirmed your preferred parish, please do so as soon as possible.
Thus, each volunteer will have an observation grid where they will have to record some data about the homeless people they meet, such as Gender (Male/Female), approximate age, time and place of stay. The final meeting point will be at your local council. Through your help and that of all the other volunteers involved, we will be able to obtain reliable and up-to-date information about the exact landmarks where homeless people stay overnight.
