Abstract:
In September 2008, Lehman Brothers and Merrill Lynch had similar business strategies and exposure to toxic assets, and both faced insolvency. However, while Lehman was allowed to fail, Merrill was rescued. For Lehman employees without board positions, bankruptcy was thus random and unrelated to their actions. This quasi-natural experiment allows us to disentangle the effect of organizational stigma from their ability and role in the firm’s distress. We show that former Lehman employees are subsequently (1) paid less, (2) less likely to hold top positions, (3) and have lower-powered incentives in future compensation packages relative to former Merrill employees. However, firms hiring former Lehman employees as directors do not have worse performance or higher risk than firms hiring former Merrill employees. We conclude that the labor market irrationally stigmatizes organizations according to random negative outcomes rather than causes of negative performance.
The PRR was designed as a performance-based instrument to address the main socio-economic structural challenges of each country. From the point of view of both public citizenship and public policy debate, there is a need to better understand how this programme is impacting Portuguese society.
Bearing in mind the importance of access to rigorous and independent information on matters related to its mission, Think Tank– Antifraud Iniciative and the Institute of Public Policy (IPP) have developed an initiative to share information about measuring the impact of the PPR.
This seminar will present the findings of an IPP Policy Paper entitled “Digital Transition in the Recovery and Resilience Plan: Challenges for Portugal" written by João Cortes, Steffen Hoernig, and Paulo Trigo Pereira, and of a Policy Brief that will be released on the 30th March.

The 7th edition of the Portuguese-German Forum will be held at ISEG on 17 April, 2023,. Created in 2013 by the Portuguese and German Foreign Ministries, the main objective of this forum is to strengthen the bilateral dialogue between Portugal and Germany and their respective civil societies.
The topic of the 2023 edition will be "DIGITALISATION: A GLOBAL AND BILATERAL PERSPECTIVE" and will include panels on "digitalizing entrepreneurship and start-ups/towards adaptation and innovation"; "tech-powered opportunities & challenges/digitalization and the Sustainable Development Goals", and "the Portuguese-German Ecosystem/sharing experiences, analysing challenges, finding opportunities, and searching for solutions".

On the 22nd of March, Bernardo Forbes da Costa of Nova SBE presents at ISEG the study “The impact of short-term rentals on housing supply: Evidence from Lisbon'.

Abstract:
This article quantifies the impact of Airbnb's short-term rentals (STR) on housing stock in the municipality of Lisbon, Portugal, using a policy change that eased the process of entering the STR market. We find evidence of an increase, as a result of the reform (post-2014Q2) of 38.6%, and 26.4% for additions, and alterations to the housing stock, respectively, for civil parishes with a high concentration of Airbnb. These civil parishes coincide with areas with physical or regulatory constraints which prevent new construction. Accordingly, we find no evidence of policy effects in the number of new units of housing stock, when compared to parishes with lower Airbnb share. Finally, we find that information requests, a permit that precludes and facilitates the issuance of 'final' permits, also increase by 41.8%. Overall, our results suggest that STR creates incentives for the revitalization of the housing stock, which in turn may drive housing costs up through amenity effects and property value increases.
